There is this tool on nexus, Cathedral Asset Optimizer released in this February that can automatically convert uncompressed textures into new BC7 format (but only SSE can use it). Normals can be compressed to it as well, and it is considered really superior for preserving quality.

I run it on SSE normals and it lightweighted it into 8,09gb out of 10,2gb. BC7 is recommended by Gamwich as well so you might wanna take a look.
